Colchester Suspends Stray Dog Collections As Kennel Space Runs Out

Colchester City Council has temporarily suspended its stray dog collection service because of unusually high demand and a lack of available kennel space.

The suspension began on 1 October. People who find a stray dog are currently being advised to check for identification and attempt to contact the owner themselves or, where possible, take the dog to a veterinary practice to be scanned for a microchip.

The situation comes shortly after the Department for Environment, Food and Rural Affairs published updated guidance setting out local authorities’ responsibilities towards stray and abandoned dogs.

The guidance states that local authorities have a statutory duty to deal with stray dogs in their area. It also says councils should collect reported stray dogs as soon as possible and have arrangements in place for kennelling and out-of-hours provision.

Animal welfare organisations do not have the equivalent statutory responsibility.

Colchester’s suspension highlights a practical problem behind the legislation: a legal responsibility to deal with stray dogs still depends upon sufficient physical capacity to accommodate them.

JAPAN

Government Begins First Nationwide Investigation Of Animal Cafés

Japan has begun its first nationwide survey of animal cafés amid concerns about animal welfare, hygiene and infectious disease.

The Environment Ministry investigation will examine establishments where customers can interact with animals, including cafés keeping dogs and cats as well as those displaying exotic species.

Authorities are gathering information about the number of businesses operating, the species being kept, how animals are housed and managed and the ways in which customers interact with them.

Animal welfare organisations and experts have previously raised concerns about conditions within parts of the industry, while research has identified threatened species being displayed in some establishments.

Japan does not currently have specific welfare standards governing animal cafés as a distinct type of business.

The investigation could therefore provide the government with its first comprehensive national picture of an industry that has expanded considerably and establish evidence for any future regulatory changes.

KENYA

Street Dog Management And Rabies Provision Raised In Kenyan Senate

Concerns about free-roaming dogs and access to rabies treatment in Machakos County have reached Kenya’s Senate.

Machakos Senator Agnes Kavindu has requested a statement from the Senate Standing Committee on Health concerning increasing numbers of roaming dogs in Syokimau and surrounding areas.

The committee has been asked to establish what measures the county government is taking to identify, vaccinate, collect and safely manage free-roaming dogs.

It has also been asked to provide information about dog bites and suspected rabies exposure during the past three years and the number of people who subsequently received post-exposure treatment.

Questions have additionally been raised about whether public health facilities have sufficient supplies of rabies vaccines and whether residents can access treatment promptly and affordably.

The intervention moves concerns about dog population management and rabies prevention in the area into Kenya’s national parliamentary system and could provide greater scrutiny of both animal-management and public-health provision.

Kohima Prepares New System For Collecting Free-Roaming Dogs

Authorities in Kohima, Nagaland, are preparing a new system for dealing with dogs roaming freely in the city, with a new dog shelter expected to become operational during October.

Kohima Municipal Council is preparing a regulatory order under which dogs found roaming in public areas can be taken to the shelter by a designated team supported by police and local communities.

Where a dog is found to have an owner, authorities have indicated that the cost of feeding and maintaining the animal at the shelter may be recovered from them.

Officials have also urged owners to vaccinate their dogs and prevent them from roaming freely.

Plans include two vaccination campaigns each year across Kohima’s 19 municipal wards.

The distinction between genuinely unowned dogs and owned dogs permitted to roam is important. Visible street-dog populations can contain both, meaning population management based solely upon removing apparently stray animals may fail to address one of the sources continually adding dogs to public spaces.

GREECE

Amorgos Builds Municipal Shelter And Veterinary Clinic For Stray Animals

The Greek island of Amorgos is completing a new municipal shelter and veterinary clinic intended to provide permanent infrastructure for the care and management of stray animals.

The facility is being developed at Papadies with funding approved through the Greek Ministry of Interior’s PHILODIMOS II programme.

Plans include eight individual kennels for the temporary accommodation of stray dogs as well as separate accommodation for healthy cats and cats suffering from infectious diseases.

The development will also include veterinary facilities and an area where prospective adopters can meet animals.

Providing veterinary infrastructure and separating healthy and infectious animals can improve welfare and disease control, but the longer-term measure of the facility will be what happens to the animals entering it.

Intake numbers, length of stay, available capacity, adoption and other outcomes will therefore be important indicators once the shelter becomes operational.

MALAYSIA

Local Authorities And Welfare Groups Develop New Approach To Street Animals

Local authorities and animal welfare organisations in Malaysia are increasingly working together on programmes intended to improve the management of free-roaming dogs and cats.

The developing approach combines sterilisation and vaccination with adoption, community involvement and greater emphasis on responsible ownership rather than relying solely upon the collection of animals from public spaces.

Malaysia already has national animal welfare legislation through the Animal Welfare Act 2015, but welfare organisations continue to raise concerns about enforcement and the number of cruelty cases progressing to prosecution.

Collaboration between councils and welfare organisations is particularly important because street-animal populations are not created solely by animals reproducing on the street.

Abandonment, owned animals allowed to roam and uncontrolled breeding can continually replenish populations even where sterilisation programmes are operating.

Long-term population management therefore depends upon addressing those sources alongside humane sterilisation, vaccination and care for animals already living on the streets.

Diyarbakır Sets 31 October Deadline For Stray Animal Collection

Authorities in Diyarbakır have set 31 October as the deadline for municipalities across the province to complete stray-animal collection work.

The decision was discussed at a Provincial Animal Protection Board meeting chaired by Governor Murat Zorluoğlu. Municipalities have been instructed to meet average daily collection targets, increase vehicle and personnel capacity and accelerate collection operations.

Inspections are also expected to increase, while an additional collection vehicle is being provided to Lice Municipality.

Goa Begins Statewide Survey Of Stray Dogs

A statewide survey of stray dogs and cattle has begun in Goa, following directions from the Bombay High Court at Goa.

The exercise is being conducted ward by ward, with information on dogs including their location, sex and sterilisation status.

Authorities have been asked to complete the exercise and submit the resulting data to the Animal Husbandry Department by 22 October. In Margao, information gathered during the survey is also expected to be uploaded to the Bharat Pashudhan Portal.

Eloor Establishes New Stray Dog Monitoring System

Eloor Municipality in Kerala has established a stray-dog management committee and local Animal Birth Control monitoring committee as part of measures to coordinate its response to free-roaming dogs.

The municipality says records will be maintained covering dog numbers, sterilisation, vaccination, treatment, capture, release and legally permitted euthanasia.

The recording of outcomes following capture is particularly significant. Population figures alone provide limited accountability unless authorities can also establish what subsequently happened to animals entering the system.

SINGAPORE

Free-Roaming Dog Programme Retains Managed Return

Singapore’s Animal & Veterinary Service has updated information on its national Trap-Neuter-Rehome/Release-Manage programme for free-roaming dogs.

Dogs captured through the programme are microchipped, sterilised and ear-tipped. Animals suitable for rehoming can enter adoption pathways, while dogs that cannot be rehomed may be vaccinated against rabies and released at suitable locations under the programme.

The system therefore retains managed return as one possible outcome rather than requiring every captured free-roaming dog to remain permanently confined.

Individual identification through microchipping also provides a mechanism for distinguishing dogs that have already passed through the programme.

Kidapawan Vaccinates More Than 1,200 Dogs And Cats

Kidapawan City has reported vaccinating 1,217 dogs and cats against rabies during activities marking World Rabies Day.

The total included 822 dogs and 395 cats.

The city also provided sterilisation and other free veterinary services as part of the programme.

The initiative forms part of continuing rabies-prevention work based on vaccination and veterinary intervention within the community.

Government Reports 2,211 Dogs Neutered Under National Stray Dog Programme

Fiji’s government has released new figures from its Stray Dog Control Management Programme, established in 2025–26 in response to concerns about free-roaming dogs and attacks on livestock.

Agriculture Minister Tomasi Tunabuna told Parliament that 2,211 dogs have been neutered and 88 euthanised following health assessments under the programme, which received FJ$337,500 in government funding.

Captured dogs are assessed by veterinarians. Healthy animals are neutered and either rehomed or released, while dogs considered severely ill may be euthanised.

The programme is being delivered with veterinary and animal-welfare partners. The government says its wider approach also includes responsible ownership, community awareness and measures to protect livestock in areas experiencing repeated dog attacks.

Three Street Dogs Found Dead In Suspected Poisoning In Ipoh

Three street dogs have been found dead in Desa Rishah Indah, Ipoh, in what animal-welfare campaigners suspect may have been a deliberate poisoning.

The dogs were discovered on the morning of 26 September with foam around their mouths. One was pregnant.

A local woman who has fed dogs in the area for around six years said there were approximately nine street dogs living there and that she was still trying to locate the others. Some of the dogs had reportedly previously been abandoned in the area.

The Ipoh Society for the Prevention of Cruelty to Animals says volunteers will lodge a police report and has called for an investigation. Its president, Ricky Soong, also renewed calls for the government to implement Trap-Neuter-Release-Manage programmes.

That call comes with an important warning: according to the ISPCA, shelters in Ipoh are overcrowded and already at full capacity.

The deaths therefore expose a much wider problem than one suspected poisoning incident. When street-dog populations are not being managed effectively, shelters cannot accept more animals and communities are left without functioning humane alternatives, individual dogs become increasingly vulnerable.

INDIA

Bhandara Sterilisation And Rabies Programme Still Has Not Started After Eight Tenders

A planned sterilisation and anti-rabies vaccination programme for street dogs in Bhandara, Maharashtra, remains stalled despite the municipality eventually selecting an organisation to carry out the work.

The municipal council reportedly issued tenders seven times without receiving the required response.

On the eighth attempt, Janta Raja Charitable Trust from Chhatrapati Sambhajinagar was selected and a work order was issued.

But the programme has still not started.

Meanwhile, reports from Bhandara describe growing groups of street dogs across parts of the city.

This illustrates one of the biggest weaknesses in street-dog policy: announcing an Animal Birth Control programme is not the same as delivering one.

Effective population management depends on sustained sterilisation coverage, vaccination, competent veterinary provision, adequate funding and continuity. Every month of delay allows births to continue and leaves dogs and communities without the protection the programme was supposed to provide.

Bhandara now has a contractor and a work order. The important measure will be how many dogs are actually sterilised and vaccinated once work begins.

PAKISTAN

Karachi Plans Sterilisation, Vaccination And Tagging Instead Of Conventional Culling

Authorities in Karachi are developing a coordinated programme to sterilise, vaccinate and tag street dogs as concern grows over dog-bite cases across the city.

The Sindh government is working with municipal authorities on a strategy based around Animal Birth Control and rabies vaccination.

Crucially, Karachi Commissioner Syed Hassan Naqvi told Dawn that the new approach would follow international principles and World Health Organization guidance, moving away from conventional culling.

Work involving animal-welfare NGOs has already begun in District South, while dedicated Animal Birth Control centres are reportedly being established elsewhere. Municipal administrations are expected to provide funding.

This is potentially significant.

Killing dogs does not provide a sustainable solution to free-roaming dog populations. Sterilisation combined with mass rabies vaccination, identification and monitoring offers an entirely different model.

But policy announcements must become measurable implementation.

The questions now are how many dogs will be sterilised and vaccinated, whether programmes will operate continuously across Karachi rather than intermittently, what standards will govern capture and veterinary treatment, and whether individual dogs will remain traceable through the system.

The decision to move away from conventional culling is important.

What happens next will determine whether that decision changes dogs’ lives on the streets.

Homelessness Is Forcing People To Surrender Their Dogs In County Clare

A growing number of people in County Clare are reportedly surrendering their dogs after receiving eviction notices.

Clare’s Dog Warden has described an increasing caseload involving people losing accommodation and consequently being unable to keep their animals.

Where possible, dogs entering Clare’s shelter are rehomed. But reunification with their original families is generally not possible.

These are not necessarily people choosing to give up animals they no longer want. They are people losing the ability to keep them.

The consequences of housing insecurity therefore extend beyond humans. When emergency, temporary or rental accommodation does not permit animals, a housing crisis can become an animal-welfare crisis too.

For a dog, the result can be the sudden disappearance of its home, routine and person.

For shelters, it means another source of animals entering a system that must somehow find space for them.

ROMANIA

Two Puppies Abandoned Beside A Road Enter Cluj Municipal Care

Two puppies reportedly abandoned in a crate beside the road towards Sopor have been taken into the municipal dog-management system in Cluj-Napoca.

The case was reported through the city’s MyCluj reporting system.

According to the report, a witness said a group of young people travelling in a small white car had left the puppies beside the road, placing them at risk of being hit by traffic. The witness reportedly said video footage existed, although the vehicle registration number had not been captured.

Municipal services collected the puppies and transferred them to Cluj-Napoca’s Centre for the Management of Stray Dogs.

They have since received parasite treatment and begun their vaccination programme and are expected to become available for adoption after completing the necessary veterinary procedures.

This case had a relatively good immediate outcome because somebody saw the puppies, reported them and a functioning response followed.

But abandonment remains the beginning of many street-dog populations.

Sterilisation deals with reproduction. Shelters deal with some of the consequences.

Neither can replace responsible ownership and effective enforcement against abandonment.

ARGENTINA

La Plata Rescue Caring For 81 Animals Says It Cannot Keep Up

An independent rescue in La Plata says it is struggling to continue caring for 81 animals while debts and everyday costs increase.

Rescatando Vidas Callejeras currently houses dogs, cats, rabbits and a sheep.

Only three rescuers are reportedly responsible for the animals.

The organisation says it is overwhelmed and is appealing for help to meet debts and the continuing costs of maintaining the refuge.

Small rescues across the world repeatedly become the final safety net when animals have nowhere else to go.

But that safety net has limits. Every animal taken in requires food, veterinary treatment, space, cleaning, time and money, not for a day, but potentially for months or years.

When society relies on small groups of rescuers to absorb an apparently endless flow of abandoned and unwanted animals, the underlying system has not solved the problem. It has transferred it.

MEXICO

More Than 14,000 Dogs Euthanised In Zapopan While Just 590 Were Adopted

A formal complaint has been filed with prosecutors in the Mexican state of Jalisco following the disclosure that 14,016 dogs were euthanised in municipal facilities in Zapopan between January 2022 and April 2026.

Over the same period, just 590 adoptions were recorded. That equates to approximately 24 euthanasias for every adoption.

The figures have prompted questions not just about how many animals died, but about the individual decisions behind those deaths.

State deputy Alejandro Puerto filed a complaint with the Jalisco prosecutor’s office on 2 September seeking investigation of the circumstances in which dogs were received, held, assessed and euthanised.

Among the issues he wants examined are the justification for individual euthanasia decisions, veterinary diagnoses, holding periods, methods and drugs used and what happened to the animals’ bodies afterwards.

Importantly, Puerto has acknowledged that the figures themselves do not establish that a crime occurred. That is for investigators to determine.

But Zapopan’s own animal regulations reportedly establish euthanasia as a last alternative, making the disparity between euthanasia and adoption particularly important.

Fourteen thousand deaths cannot be treated as a statistic.

Shelter Closure Leaves Municipalities Facing A Stray-Dog Capacity Problem In Vrancea

The controversy surrounding the Suraia dog shelter in Romania’s Vrancea County is developing into something larger than the fate of one facility.

The shelter was closed earlier this year following serious concerns about conditions. Prosecutors have since completed a criminal case and sent it for trial in relation to alleged offences including unlawful killing and cruelty to animals. Those allegations remain subject to the court process. Dogs remaining at the shelter following its closure were placed for adoption.

The current operator has now applied to reopen.

An eight-veterinarian assessment team inspected the facility after an application for veterinary reauthorisation was submitted on 25 August. Inspectors identified deficiencies that must be remedied before the authorities reconsider authorisation. Animal-welfare NGOs that campaigned against non-compliant shelters are opposing a reopening while the criminal case remains unresolved.

But the closure has exposed another problem. Municipalities still have statutory responsibilities for stray dogs.

In Pufești, the company previously contracted to provide stray-dog management services can no longer provide them because its position has become uncertain. According to local council documentation, that provider had been the only authorised company of its kind in Vrancea County.

The county now has one public dog shelter, at Focșani, and Pufești is considering joining an intermunicipal association in order to secure dog-management services.

This is the dilemma that repeatedly appears when animal-control systems depend heavily on a small number of facilities.

PAKISTAN

Karachi Plans To Move Away From Conventional Culling

Karachi authorities are developing a coordinated programme to sterilise, vaccinate and tag street dogs, as the city attempts to address increasing dog-bite cases without relying on conventional culling.

The strategy was discussed at a meeting chaired by Karachi Commissioner Syed Hassan Naqvi involving district administrations.

The commissioner said that the new approach would be developed in accordance with international principles and World Health Organization guidance, moving away from conventional culling and focusing instead on Animal Birth Control.

Work has already begun in District South in cooperation with three animal-welfare NGOs, while dedicated ABC centres are being established in other districts. Town municipal corporations are expected to provide funding.

The plan also links dog-population management with human rabies prevention. Dog-bite centres and health facilities are being required to maintain anti-rabies vaccine supplies, while district authorities will report on their progress at weekly meetings.

Killing dogs is not a sustainable substitute for population management, vaccination, responsible ownership, waste management and accessible post-exposure treatment for people.

Karachi now has an opportunity to demonstrate what happens when those responsibilities are treated as parts of the same system.

The test will be implementation and whether individual dogs remain protected while population-level targets are pursued.

MOROCCO

Agadir Has A New Animal Centre But Residents Are Still Asking Where The Solution Is

Residents of Bir Anzarane in the Tikiouine district of Agadir submitted a second complaint to the municipality on 21 September about the continuing presence of street dogs around homes and public areas.

Ordinarily, another complaint about street dogs might attract little attention. But Agadir now has a substantial new animal-protection facility.

The Agadir Souss-Massa Animal Protection Centre occupies approximately 3,941 square metres and reportedly cost around 26 million dirhams. It includes facilities for receiving animals, examination, treatment, sterilisation and vaccination, with stated capacity for approximately 1,000 dogs and 200 cats.

Yet residents say street dogs remain present around their neighbourhood and are calling for further municipal intervention.

That does not establish that the centre has failed. Street-dog populations cannot be transformed overnight, and sterilisation programmes require sustained coverage over time. But it does create an important accountability question.

A major facility has been built. How many animals are entering it? How many are sterilised and vaccinated? How long do they remain? How many leave? Where do they go?

Infrastructure is visible, outcomes need to be visible too.

HONG KONG

Eight Dogs Captured After Fatal Attack Government Clarifies What Happens Next

Eight unattended dogs were captured during a five-day operation in Yuen Long following a suspected fatal dog attack on 19 September.

All eight were transferred to an Agriculture, Fisheries and Conservation Department Animal Management Centre for detention and observation. Three were microchipped but had expired licences, and authorities have begun prosecution against the registered keeper of one dog over alleged licensing and control offences.

The case also prompted rumours that captured animals are automatically euthanised after four days.

Hong Kong’s government has now explicitly said that is not what the four-day period means.

According to the AFCD, four days is the statutory period during which authorities make enquiries to identify and locate an owner. Officials check microchips, licensing information and lost-and-found records.

If an owner ultimately cannot be found, dogs continue to be observed and assessed.

Dogs considered healthy and of suitable temperament can be transferred to partner animal-welfare organisations for sterilisation and rehoming.

There is, however, an important policy distinction. Hong Kong says unowned dogs will not be returned to the community, arguing that sterilisation alone cannot eliminate public-safety risks in a densely populated urban environment.

That puts Hong Kong on a different path from cities adopting capture-neuter-vaccinate-return models.

But one part of the government’s statement is particularly valuable: it publicly describes what is supposed to happen between capture and outcome.

That should not be exceptional. People should be able to know where captured animals go, how long they are held, how decisions are made and what eventually happens to them.

SOUTH KOREA

Animal Shelters Are Running Out Of Space And Jangheung Has Exposed The Consequences

South Korea is confronting growing pressure inside its municipal animal shelter system despite a decline in the number of lost and abandoned animals entering it.

Last year, 95,685 lost or abandoned animals entered municipal or contracted shelters, 10.4% fewer than the previous year. But fewer arrivals have not solved the underlying problem.

Only around 26% of animals were adopted, compared with 32% in 2021. Longer stays are increasing pressure on capacity, staffing and budgets, while shelter operating costs have risen 62.8% in three years. Directly operated municipal shelters are reported to be running at close to their intended capacity nationally.

The crisis became particularly visible at the municipal animal protection centre in Jangheung County.

Its appropriate capacity was reported as 60 animals.

When government inspectors visited, they found 158 animals being housed there, more than two and a half times that number. The Ministry of Agriculture, Food and Rural Affairs subsequently announced emergency measures and plans to support construction of a new facility costing around 4 billion won.

The intervention followed allegations from an animal-welfare organisation concerning conditions inside the centre, including claims that dogs had gone without adequate food and that animal bodies had been discovered in a freezer. Authorities launched an investigation and subsequently widened scrutiny to shelters nationally.

Jangheung cannot be viewed only as an isolated shelter scandal.

When animals enter shelters faster than they can leave through reunification or adoption, the consequences of inadequate capacity eventually reach the animals themselves.
