At Dog Desk Animal Action, we have always stood for one simple truth: dogs deserve kindness, safety, and dignity. Yet, across Türkiye, countless dogs are trapped in a broken system — failing municipal shelters that should protect them have become places of neglect, cruelty, and suffering.
The latest tragedy in Kars municipal shelter has shocked the world. Dogs were beaten to death by those tasked with their care. This was not an isolated incident. From one end of Türkiye to the other, we hear the same stories: filthy, overcrowded cages, starving animals, untreated illnesses, and abuse at the hands of shelter workers.
This is not “care.” This is cruelty.
And while not all shelters operate in this appalling manner, many do.
Why We Are Calling for Failing Shelters to Be Shut Down
We are demanding that Türkiye’s government immediately shut down all failing municipal shelters until they can guarantee:
Kindness & respect for every dog — no abuse, no neglect, no fear.
Safe, humane living conditions — clean water, adequate food, shelter, space to move, and medical care.
Protection from cruelty through strict laws, monitoring, and real consequences for abusers.
Trained shelter staff who understand and practise humane animal care.
Without these guarantees, shelters are simply holding pens for suffering — and the dogs deserve better.
Mass Euthanasia is NOT the Solution
We reject the idea that killing dogs en masse will solve Türkiye’s street dog crisis. That is not a solution — it’s another form of cruelty. Real progress comes from investment in:
Widespread spay-and-neuter programmes to reduce the stray population humanely.
Responsible adoption schemes to rehome dogs.
Community education on animal welfare.
