Municipal Shelter Employee Files Criminal Complaint Alleging Serious Animal Welfare Violations in Türkiye
A staff member at the animal shelter of the Denizli Metropolitan Municipality has submitted a criminal complaint stating that there have been serious violations of animal welfare at the facility, which has led to demands for a thorough investigation by the Turkish authorities.
As stated in the complaint given to the Chief Public Prosecutor’s Office in Denizli, the shelter employee Ozan Varvar claims that the animals at the municipal shelter were severely mistreated and that afterwards, since he had raised the issue, he became the victim of organized workplace harassment.
The accusations are serious; the complaint states that some dogs had their necks broken, that stray cats were strangled, and that sick or recovering animals were not given the necessary veterinary treatment. It also says that certain members of staff systematically used violence against the animals kept at the shelter.
At this stage, these are allegations set out in a criminal complaint and have not been tried in court, the authorities having still not made any announcement regarding the result of the investigation.
Together with the accusations regarding the way animals were treated, Varvar also states that following his speaking up about the conditions at the shelter, he came under continuous psychological pressure at work. The complaint says that his job duties were altered, that he was the victim of systematic bullying, and that his working conditions grew more difficult because he reported what he claims to have seen.
The complaint asks the prosecutors to investigate both the alleged offences towards the animals and the way in which the employee who made the report was treated; it also asks that any public officials or anyone else found to be responsible should be held to account in accordance with Turkish law.
The case has drawn a great deal of attention from animal welfare organisations and on social media, where campaigners have referred to the allegations as deeply disturbing and have demanded a thorough investigation.
The Denizli allegations come in the context of broader worries regarding the way animals are treated in municipal shelters all over Türkiye. The article mentions earlier controversies in Samsun, where campaigners raised questions about the fate of dogs said to have been collected by the local authorities, and in Didim, where animal welfare organisations protested the allegations of illegal collections, mistreatment and secret mass burials. Just as in İzmir and in other areas of the country, demonstrations have occurred as opposition continues to Türkiye’s 2024 amendments to the Animal Protection Law, legislation which is generally known among campaigners as the Massacre Law.
Although each individual case has to be assessed in the light of its own evidence, the campaigners say that the allegations from Denizli show the need for greater transparency in municipal shelters. They still insist on independent inspections, public access to the shelter records and improved oversight of the local authority’s animal welfare services.
At this stage, attention is being directed towards the Denizli Chief Public Prosecutor’s Office, which will have to decide if a formal criminal investigation is to go ahead. The result is likely to be closely monitored by animal welfare organisations in Turkey, not only because of the seriousness of the allegations but also since the case concerns a claim made by a municipal employee who says that he reported what he believed was taking place at the shelter.
